Connecticut Department of Transportation CTrail Hartford Line, Shore Line East, and Maintenance of Equipment Service Provider Request for Proposals

The Connecticut Department of Transportation (“CTDOT”) is seeking to engage qualified and experienced contractors (“Service Providers”) to provide the following services or any combination of the three services:

  • Train operations for CTrail Hartford Line passenger rail service between New Haven, Connecticut (CT) and Springfield, Massachusetts (MA)
  • Train operations for CTrail Shore Line East passenger rail service between New Haven, CT and New London, CT
  • Maintenance of CTDOT owned CTrail vehicle fleet.

Firms that bid more than one service will need to identify in their proposals which service or combination of services they intend to pursue.

All firms submitting proposals for this project must have related experience of a similar magnitude. CTDOT is requesting proposals from firms with the intention of awarding a contract to the firm(s) whose proposal, provides the best value; price and other factors considered.

To obtain the Request for Proposals (RFP) and all pertinent proposal documents, interested firms must register with CTsource. To register, follow the instructions on the website.

The Scope of Work for CTrail Hartford and Shore Line East train operations includes, but is not limited to, safety and security requirements, customer service, revenue management, fare technology, asset management, mobilization, and training. The Maintenance of Equipment Scope of Work includes, but is not limited to, the rolling stock maintenance, shop maintenance, record keeping and material control.

Proposals are due by 3:00 p.m. E.S.T., Friday September 27, 2024. No proposals received after this deadline will be considered. Detailed instructions on how to submit proposals are included in the RFP.

CTDOT will negotiate an agreement with the successful proposer(s). A draft agreement specifying the provisions that CTDOT requires, is included with the RFP.

 Site visits will be scheduled for the week of Monday July 8th, Tuesday July 9th, Wednesday July 10th. Site Visits will be at 10:00 AM, 1:00 PM, and 3:00 PM. To schedule your visit, proposers are required to email their preferred times and dates to [email protected]. The Site visit will be held at the New Haven Rail Yard, 251 Hallock Avenue, New Haven CT, 06519. This site visit is mandatory for any firms that wish to bid on the Maintenance of Equipment (MOE) services. A maximum of five (5) representatives from each firm will be allowed on the property to participate in the site visit. Contractors are advised that this is an active rail yard; Metro North, Amtrak, and CTDOT will need to be present for escorting potential bidders while on the property. Contractors must bring and wear their own safety apparatus including hard hats, reflective vests, and hard toed shoes/boots in order to be on the site visit.
